PRACTICAL IDEAS FOR LEADERSHIP
District Trio

Changes to the District Trio

A New Leadership Progression

Toastmasters International has revised the leadership progression and eligibility requirements for its three senior District officers, commonly known as the District Trio. The change affects how members prepare for District leadership and, especially, the experience required to become District Director.

The Key Change

The Program Quality Director (PQD) is now the third-ranking District officer and the starting position in the intended Trio progression. The Club Growth Director (CGD) is second-ranking, followed by the District Director (DD) as the senior District officer.

This progression is a leadership-development framework, not a rule that every candidate must serve in all three positions in sequence. Candidates must still satisfy the specific eligibility requirements for the office they seek.

The Revised District Trio Structure

2. Club Growth Director (CGD)Membership, club growth, and retention

3. District Director (DD)Overall District leadership and administration

What Was the Previous Order?

Traditionally, the progression was from Club Growth Director to Program Quality Director to District Director. The revised structure reverses the first two roles. This is more than a change in organizational ranking: the qualifications for District Director have also been revised.

Qualifications for District Director

Under the revised District Administrative Bylaws, a candidate for District Director must have served:

  • At least six consecutive months as a Club President.
  • At least 12 consecutive months as Club Growth Director in the District where the candidate will serve.

The Club Growth Director experience requirement is especially important. Service as Program Quality Director or Division Director alone does not replace the specified CGD requirement under the revised standard.

Qualifications for PQD and CGD

Candidates for Program Quality Director and Club Growth Director must meet the applicable District officer eligibility requirements, including qualifying Club President service and District leadership experience.

  • At least six consecutive months as Club President.
  • At least 12 consecutive months of qualifying District leadership service, which may include Area Director, Division Director, Program Quality Director, Club Growth Director, or a qualifying combination of those roles, in the District where the candidate will serve.

An Important Distinction

Calling PQD the entry-level position does not mean it is the only office through which a qualified Toastmaster can enter the Trio. A candidate who independently meets the eligibility criteria may qualify for CGD without first serving as PQD.

Why Change the Progression?

The revised order creates a logical development path: experience with education and training as PQD, followed by experience with membership and club growth as CGD, and then responsibility for overall District leadership as District Director.

This is an interpretation of how the new structure can support leadership development. It should not be mistaken for an officially stated rationale from the Toastmasters International Board unless supported by a separate Board explanation.

What Does This Mean for Districts?

  • District Leadership Committees should review candidates against the current governing bylaws, particularly the CGD service requirement for District Director.
  • Potential Trio candidates should plan their leadership development with the revised qualifications in mind.
  • Members interested in education and training may find PQD a natural first Trio role, although the role requires significant prior leadership experience.
  • District leaders should confirm the applicable election-cycle rules and any transitional provisions with Toastmasters International before making final eligibility decisions.

Your Takeaway

The intended District Trio progression now begins with Program Quality Director, advances to Club Growth Director, and culminates in District Director. The revised District Director qualification makes Club Growth Director service a critical step for aspiring District Directors.
